Do colleges look at the cumulative GPA or the GPA from each school year, such as UVA or Virginia Tech?

I messed up my GPA Freshman year and received a 3.3. Sophomore year, I got a 3.7 but my cumulative GPA is 3.525. I'm trying to get a 4.0 Junior year and I'm currently taking 4 IB courses ( IB Math Applications, IB Physics, IB Psychology, IB Lang & Lit) and I'm taking Honors US VA History. I've also been taking Spanish since 7th grade. My dream school is UVA or Virginia Tech.

They will look at each year individually, but for acceptance it's cumulative.
