Informal Email Addresses

Is it okay if one of my recs uses his personal email? This is for a volunteer org i work for (that doesnt have a domain) and he's been a supervisor who can actually attest to my own work. Any outside orgs we work with can only just say that my org partnered w/ them and likely won't be able to say anything specific about me. My rec gave me his personal email and said he also didnt want schools to contact him through his phone number (idk why). Should I still include him or is it too risky? the rec will be very good and can help verify what i did here.

I think you should include this rec despite the personal email. I am sure many recs use personal emails. It sounds like this person has a lot of great things to say about you and you should totally go for it!
