How does CollegeVine determine if I should apply with SAT or not?

Hello! I'm currently a high school senior wondering if I should submit my SAT scores to universities or not. I know it depends on the case, so I'm looking at CollegeVine's chancing system, but I can't help but wonder if I should actually put my SAT score. My superscore is 1460 (660R 800M). According to CollegeVine, I should apply to Pomona WITH SAT. However, when I looked at the Common Dataset, I saw that their 25th-75th SAT scores were 1480-1520. I don't understand the algorithm very well. Just as a test, I ran it through an ivy (though I'm probably not going to apply for one for undergrad) and even then it recommended me to submit my SAT even though it is way below the threshold.
