The simple answer is that Collegevine is an American company serving mostly American HS students. I don't know how many Int'l students are members or paying subscribers using their consulting services but I would imagine it to be 5% to 10%. I'm certain that the decision-making partners want to add all kinds of product features to the site but everything must get prioritized based on demand and profitability potential for paid services. I don't have any specifics but perhaps International students are a very small source of business they can monetize.
