Can my common app essay(for Identity question) be in a Time line format?
Answered

I am high school senior. I am applying for Fall 2021

For example each para in the common app essay starts with a year "2010", "2015". Is this allowed?

Yes, you can write your essay using as much creativity and variation as you wish.

My main essay had an intro with Step 1, Step 2, Step 3, and so on. Then 3 paragraphs of writing. Then a Final Step as a conclusion.

Sometimes the only way to tell your story in your voice is to grab the mike and speak into it like you normally would so the audience can really understand where you are coming from.

Good luck.

I think it depends on the prompt also. If the prompt is adventurous, yes. If it is straightforward, no.
