Does applying to a college twice affect your chances of getting in ?

Hi, suppose you applied to schools in the previous year and never got in. How are your chances of getting into the same schools affected? Like is it even worth applying to those schools if you still feel passionate about them?

I have a friend that applied to Yale three times, and got in the third time! However, she did a lot of cool thing during her two gap years, so they helped strengthening up her application. If you have new things to add to your previous application, or better scores, or you can write better essays, I think that you still have a shot at the university you want to go to!
