Is it advised to be in the IB program and take college courses as dual enrollment? And would it look good for top colleges I plan on applying to?

Many students take AP and Dual Credit classes together as a way to further strengthen their application to top colleges. So if you can do this and handle the course work, then go ahead! But don't apply to similar IB and Daul Credit classes, since it will do basically nothing.
