Hi,
As an international student, I do not know whether I am eligible for financial aid and/or scholarship in PennState.
Can anyone give me some reference? Thanks.

You might want to check this website https://global.psu.edu/article/tuition-grants
As far as I know, state-funded schools seldom offer scholarship; but if your academic performance is outstanding, you might be given some.
Pennstate isn't really expensive on the other hand, it's much more affordable to students.

Id argue PN state is fairly expansive as a non PAer it costs 50k as the sticker price.
