What level award is seal of biliteracy on common app?

Hi, I'm wrapping up applications and am trying to find out what level award is seal of biliteracy on common app? Is it a high school award, regional, or state award?

Not all states give the award to students so it is not a national award.

The website says "The Seal of Biliteracy is an award given by a school, school district, or state in recognition of students who have studied and attained proficiency in two or more languages by high school graduation. Our vision is to help students recognize the value of their academic success and see the tangible benefits of being bilingual."

It seems to depend if you were awarded the seal by your school or by your state. If you are unsure I would go with state award since there are different guidelines for each state which determines which students high schools can award the seal to.
